Interesting interview. However, You need to explain that health insurance is governed by the provinces. So if Nona can’t get health insurance in Ontario that is on Doug Ford, the Ontario premier, not Trudeau.

The provinces control health and education, historically to the present. The Federal government controls immigration and citizenship.

Hi Dr. Sawchuk, thanks for reading. Yes, I could've interjected, but I was more so focused on just getting Nona talking. I also figured that any instructive potential might've been muddied via translation. Agatha did a good job interpreting, but it was only enough to get the conversation moving - likely not enough to convey nuances or matters of public policy. I had to have the recording formally translated after the fact.

Second, I'm not a lawyer, but my limited understanding was that individuals with refugee status under the Resettlement Assistance Program (a federal program) were entitled to temporary provisions under the Interim Federal Health Program Policy, which would cover her basic medical needs. To my mind, this was at least partially a federal issue. However, I felt neither comfortable nor capable of adequately expressing these nuances to Nona at the time.
